Perspectives from the Corona Pandemic Findings and Recommendations to Improve Resilience Green Paper Special of Forum Public Safety & Security (German)

Learning from the crisis during the crisis: That is the basic idea of Green Paper Special "Perspectives from the Corona Pandemic". Forum Public Safety & Security is the first think tank to present a self-contained work on crisis management, prevention, digitization, communication and social implications. Selected recommendations for action are presented in this workshop and discussed with the participants. 
The resilience of society in precaution, protection and contraception can be sustainably strengthened from the experience of the ongoing pandemic. Forum Public Safety & Security (ZOES) brought together actors from the authorities and organizations with security tasks (BOS), politics, research and business in five thematic groups in order to develop good ideas for strengthening civil protection. The result is the Green Paper Special "Perspectives from the Corona Pandemic". Forum Public Safety & Security is the first think tank to present a self-contained work on crisis management, prevention, digitization, communication and social implications. Some of the proposals are new, and some of the solutions that have already been discussed are refined and their significance is underpinned. Co-authors of ZOES want to talk to all those involved in disaster risk reduction. The lectures focus on recommendations on management structures, smart management of bottleneck resources as well as psychological effects. ZOES has an impact on politics and will also place the proposals discussed with a view to the forthcoming formation of a new government.

As the state fire director of Berlin (1992 to 2006) and president of the Federal Agency for Technical Relief (THW, 2006 to 2019), Albrecht Broemme has been responsible for civil protection in Germany and international humanitarian aid for decades. His engagement in disaster control includes the International Search and Rescue Advisory Group of the United Nations (INSARAG, regional group Africa / Europe / Middle East), member of the advisory board for disaster control, fire protection and rescue services in the German Cities Council, honorary member of the German Fire Services Association (DFV), President of the European Fire Academy (EΦA) and member of the board of German Fire Protection Association (vfdb). He was also the Federal Government's special commissioner for the implementation of the European Union's declaration with Turkey on migration.

As head of department in the Ministry of the Interior and Sports of the Free and Hanseatic City of Hamburg, Prof. Dr. Peer Rechenbach was responsible for the coordination of the disaster control authorities and units for acute hazard prevention with the defense of various major loss events (oil damage, bomb disposal with evacuations, storm surges and floods, bird and Mexican flu, EHEC epidemic). From 2010 to 2012 he was chairman of working group V (fire brigade, rescue service, population, disaster and civil protection as well as civil-military cooperation) of the Standing Conference of Interior Ministers and Senators of the Federal States (IMK). Before he started working for the Ministry of the Interior, he was deputy head of the Hamburg fire brigade with the integrated rescue service and was responsible for various areas of responsibility. He was member of the Disaster Assessment and Coordination Team of the United Nations and worked internationally as a high level coordinator in the European Union's mechanism for preventing major accidents. 
Prof. Dr. Peter Schmiedtchen

Prof. Dr. Peter Schmiedtchen is working as a consultant for safety and emergency management since his retirement in 2021. He previously worked for Drägerwerk AG for more than 30 years, most recently internationally as Head of Safety and Emergency Management. He is a founding member of the "Safety and Emergency Management" degree program offered jointly by Otto von Guericke University Magdeburg, Magdeburg-Stendal University of Applied Sciences and IBK Heyrothsberge and has been lecturing since 2003. In 2015 he was appointed honorary professor for Emergency Response in this degree program. He is a member of the Forum for Safety and Security and has been active in volunteer fire departments for 45 years. Prof. Schmiedtchen studied physics at Kharkiv State University and received his doctorate from the Technical University of Dresden in 1990 with the topic "Fundamentals and Opportunities of Infrared Measurement Technology in Fire Fighting and Protection".

Christoph Stiller works as a fire officer at the Berlin Fire Brigade and heads the technology department. In complex situations, he is deployed as an incident commander. He is also responsible for the procurement of consumables for use (eg. PPE) by the fire brigade. As part of the coronavirus pandemic, he was member of the Berlin fire brigade's crisis team in 2020.
