Localisation and Disaster Risk Reduction (English)

Putting localization in DRR into practice: exchange of experiences with DRR practitioners from Asia and Africa
Since the 2016 World Humanitarian Summit (WHS) "localisation" has become an important buzzword when it comes to the question of how local actors can be stronger involved in the implementation of humanitarian action. Far too often the discussion on localization focuses on the question about which portion of funding is implemented through local actors but less on how local communities and local actors and their work can be systematically strengthened. DRR programming has a big potential for implementing innovative approaches to readjust collaboration models between international and local actors or how to involve the local communities as first responders and thus establish efficient community based DRR systems.
The following questions will be addressed in the workshop:

1.) How can disaster risk reduction related needs at local level be assessed in a participatory approach?
2.) Which approaches of involving local actors in disaster risk reduction related structures are effective?
3.) What challenges arise regarding the representation of different (vulnerable) target groups in local disaster risk reduction structures?
4.) How can different administrative DRR levels (local to national) be better linked?

Yu Ya Thu

Yu Ya Thu is a physically impaired person and women with disability since she was born.
She holds a master’s degree in Botany, Japanese Language and Business Administration (Lincoln University College, Malaysia) and has been participating in disability movement since university student life in 2005. In 2011, “Myanmar Independent Living Initiative (MILI)“ was founded and Yu Ya Thu  is working for MILI as Executive Director.
Between June 2014 and June 2017, she was also working for Abilis foundation as Country Representative.

Samsinar is a long-term member of HWDI and is currently the head of HWDI Central Sulawesi branch. During the 2018 Central Sulawesi earthquake and tsunami humanitarian response, she was actively involved with the Working Group of Organisation of Persons with Disabilities (Pokja OPDis) in Central Sulawesi. During early recovery, she has developed her capacity for inclusive DRR and humanitarian response. Since then, she took a leadership role as DiDRR Facilitator and has been invited as a speaker in a number of DRR and humanitarian events locally and globally. She was also part of the local research team for Inclusive Water, Sanitation and Hygiene (WASH) research in Central Sulawesi.
Vatina Devesi

Vatina obtained a Bachelor of Arts in Environmental Studies at the University of the South Pacific (USP). She worked as a DRR Project Officer for ADRA before joining World Vision in 2016 and worked in various positions within the DRR Sector. Vatina has knowledge and skills in disaster management and has recently been appointed as Operations Manager for the organization, overseeing all technical sector specialists. Vatina lives in Honiara, the capital city if Solomon Islands. 
Nathan Nkomo

Mr Nathan Nkomo is currently the Acting Chief Director Civil Protection Department. He has been heading the Department since 2017 after having been holding senior government positions since 1998. He is 30 years in Government now. His ambition is to ensure that no one is left behind in Disaster Risk Reduction in Zimbabwe.
