Spontaneous assistance - the new backbone in disaster situations?

The crises of the last two years, the COVID 19 pandemic and the flood disaster in West Germany, highlighted the potential, but also the necessity, of being able to rely on spontaneous helpers to cope with such events. Social media play an important role here not just in the recruitment but also in the coordination. What still needs to be improved is the cooperation between governmental emergency services (fire departments, relief organisations, THW, police, armed forces) and spontaneous helpers.

A panel discussion will attempt to identify necessary steps towards a common approach to danger prevention in order to ultimately strengthen the resilience of German society.

Julia Zisgen studied sociology, political science and public law in Freiburg. After working for the Federal Office of Civil Protection and Disaster Assistance (BBK) and in the media industry, she joined KfW Bankengruppe in 2018 as a consultant for business continuity management, emergency and crisis management. 



She is a founding member and former president of the German Society for the Promotion of Social Media and Technology in Civil Protection (DGSMTech) e.V..

As part of her doctorate at the Institute of Hydraulic Engineering and Water Resources Management, she is researching the topic of flood management 5.0, which, following automation and digitalization, incorporates the social component as a resource from the population into disaster management.

Andreas Karsten works as a freelance author, consultant and coach in the field of crisis management and civil protection. He studied theoretical physics at the Technical University of Braunschweig. He completed his fire department technical unit at the Berlin Fire Department. For 12 years, he worked as an emergency officer at the professional fire departments in Stuttgart and Bochum before moving to the Federal Office for Civil Protection as a head of unit. He subsequently advised the government of the United Arab States. Andreas Karsten is acting president of DGSMTech.
